I have traveled all over Western Europe on my own with no fear for my safety.
Singapore is very low crime and you can take occasional day tours to out laying areas and visit many countries in a short time.
Canada is very single women traveling freindly.
I always use this site to pick a hotel and look for where women travelling alone rate it well:

South of France, Nice, Cannes, Antibes, Monaco, Monte Carlo, Menton etc. Loads to see and do
